Recognizing this, the Department of Telecommunications, Ministry of Communications, took a significant step by introducing the “Indian Telegraph (Amendment) Rules” in the Gazette of India on September 5, 2017. This rules lays the groundwork for Mandatory Testing and Certification of Telecommunication Equipment (MTCTE), providing a robust framework for evaluating telecom interface and certifying the efficacy of telegraph equipment.
The Regulatory Landscape
The amendment mandates that any telegraph used or capable of being used under the license granted by the Central Government, as per the Indian Telegraph Act, 1885, must undergo prior mandatory testing and certification. This process aims to validate various parameters deemed essential by the telegraph authority, ensuring the equipment’s compliance with specified standards.
The responsibility of conducting these tests and certifications falls under the purview of the Telecommunication Engineering Centre (TEC), New Delhi, which serves as the Telegraph Authority. TEC plays a pivotal role in overseeing the testing and certification procedures, maintaining the integrity and quality of telecommunication equipment in the Indian market.
The Mandatory Testing and Certification Process
The detailed procedure for MTCTE is meticulously outlined to cover a wide array of telecommunication equipment. The testing, carried out by Indian Accredited labs, is based on their comprehensive test reports. Following successful testing, a certificate is issued by TEC, signifying that the equipment meets the prescribed Essential Requirements.
Under MTCTE, the process unfolds in 5 phases, encompassing a total of 200 products. Each phase corresponds to specific test requirements that evaluate crucial aspects of telecommunication equipment. It’s important to note that while this certification ensures compliance with essential requirements, the quality and reliability of the equipment are not guaranteed through this process. Original Equipment Manufacturers (OEMs) and dealers bear the responsibility for upholding claimed quality and reliability criteria.

The certification process is particularly significant for equipment intended for use in the networks of Licensed Telecom Service Providers, Internet Service Providers, Virtual Network Operators, and similar entities.
